Helping at-risk people is one of the most important ethical norms that has always been emphasized as a vital factor in maintaining and strengthening solidarity in societies. But since the mere existence of a moral duty cannot be a requirement for individuals to engage in philanthropic behavior, it is necessary for criminal policymakers to develop ethical behaviors in order to develop this culture and encourage individuals to adopt socially acceptable behaviors To this end the legislature of the Islamic Republic of Iran and many European countries have criminalized the non-intervention of people in emergency situations and have thus emphasized this moral value. However, in the American legal system with the exception of a few states, due to the overriding of individualistic values over ethical values, no statutory general duty to assist at-risk individuals has been foreseen, And criminal policymakers can only punish the special observer if there is a specific duty to prove the causal relationship between the abandonment of the act and the criminal outcome.

Several factors like age, degree of education, sexuality, race, social and political belief, crime rate, media, conjunction with offender or victim are effective about rate of desire about implementation of harsh punishment. In this research we try to evaluate the relation between sexuality and desire to imposing of harsh punishment. This research is descriptive- analytical and based on experimental study in Mashhad. Also, this research based on multi stage statistical sampling. Research hypothesis is less criminality of woman than men. Research results show that in Insect, Embezzlement and Had punishable stealing there are relation between sexuality and criminality. In Embezzlement and stealing women have less desire for imposing harsh punishment than men. In contrast, in Insect women criminality is higher than men. In contrast, in Insect women criminality is higher than men. It means that in Insect women have harsh desire than men. Situational crime prevention techniques are considered as fundamental
elements of the cyber security and protection of likely targets from possible
criminal attacks. The technological nature of some measures are such that
can violate a vast number of fundamental rights, including the free flow of
information, and can prevent users from receiving, seeking, and imparting
intended contents. International human rights obligations of governments
prevent them from the maximum application of preventive measures.
However, the security for the sake of public order is accepted to the extent
that human dignity can still be guaranteed in areas where possible crimes of
this nature may be committed; the whole context should not be determined
by security considerations any more than is absolutely necessary. Hence, the
application of situational prevention measures is logical and supported to the
extent where everyone is some how extent responsible for crime prevention,
and users are not deprived of a legitimate right of access to the World Wide
Web when the goal is a reduction of potential opportunities for crime. In this
article, we evaluate the violation of the right to the free flow of information
through the most common measures used to limit or deny access, taking into
account on the one hand the fact that extensive application of these measures
could also limit the spread of creative ideas of network users while, on the
other hand it can safeguard against political and social despotisms.

Punishment like other social phenomena plays several roles in social interaction. Some of these roles are explicit but some implicit. The relation between punishment and power is among the implicit roles of these social phenomena. Punishment is not merely a tool for protecting from Social Solidarity. In contrast, we must see punishment as technology of Power. Punishment can be used to protect and generation of authority. There is deep relation between punitive reactions such as punishment and shapes of power. Power based on the violation uses physical and harsh punishments. But, power based on the industry uses producing punishments. And ultimately, modern power based on the economics of chastisement. Close relation between modern power and science, brings for modern power ability of training and generate law – abiding citizens.
